I think she's simply used up all the magic between her and Luke, much like how Gaga did with RedOne.
I mean, after TIK ToK, Take It Off, Kiss N Tell and Your Love Is My Drug, where do you go from there? The brilliance of Cannibal is due more-so to Billboard and Ammo, who is also responsible for The Harold Song. Sleazy is due to Bangladesh and Blow due to Kool Kojack and Benny.
The weaker tracks feel like obvious examples of Luke's hand in the production, while the stronger tracks are his production team who he gets a vanity credit from, which explains why he's literally on almost all of the album, though I doubt he actually produced all of it.
