I don't think I've had such a genuine aversion to an album cover in a while. I keep returning to it to see if I'm missing something since most everyone else seems to like it and I just find it absolutely disgusting.
For me, it's just a marked improvement compared to what's recently come before it. We've had Kiss Me Once, Golden, Step Back In Time and Disco—a mixed bag of mid to downright terrible covers.

I agree with @mindtrappa that it's not a great cover, but I find the photo quite striking and thought that the textless version that @pastelboy.wav posted works much better.

This is where I’m at. I think Disco being one of the worst covers I’ve ever seen in my life set the groundwork for absolutely anything to slide in and be amazing.

Yeah, the textless version is pretty great. The typography sends it into this sort of tacky area that’s still cute but not nearly as cool as the single is. Would have been perfect if they had turned her name into a necklace (kind of riffing off what @Joe Z said) or just had the text smaller and on the side of the image in the style of the heart monitor and maybe in a color that works with the image instead of black and white.

The thing that also sticks out to me about the artwork for both the single and the album is that they're very sleek and icy, which isn't something Kylie has really leaned into in about 20 years or so for the most part.
I was kind of surprised, considering how icy "Padam Padam" is sonically, how warm the color palette of the album cover of Tension and the single cover of "Padam Padam" is.
 
I really like the cover but the logo is unnecessary and a poor riff of the original. If we didn’t know it was Studio Moross I would think it’s the work of Big Active who do most of BMG’s releases and did these

It actually would've been a genius move to turn the new Kylie logo into a nameplate necklace for the cover and then sell it as merch. It wouldn't have been an unprecedented move, considering they made one for Disco.

She’s giving 2010s pop girl who 10 forum gays stan, that’s kind of what’s so iconic about it. And if that’s the kind of music she’s serving, then I’m willing to give in to the fantasy.

I don’t necessarily think it’s a great cover, but I don’t think it’s awful. Kylie herself looks incredible and cool, though, which is what really gagged me.
I own this on CD, no shame.
 
The artwork is terrible. Covering one eye is so done, diamonds are so cliche - especially one that is clearly plastic from Michaels - and the peas and carrots colouring to the artwork is garish even without the dafont.com textures.

At least DISCO was kind of camp in its hideousness.
