Sony UK is literally 6-7 people running everything, so there's no UK Shakira team. And I doubt she has a team or anyone overseeing how she does in other countries to orchestrate promo etc. Those days are gone.

I remember them totally ignoring La Tortura/Fijación Oral, pushing Don't Bother as soon as it was ready, then its release being repeatedly delayed by the main label to let the Spanish material continue smashing internationally, leading to it still underperforming in the one territory where it wasn't overshadowed by La Tortura.
