I'm not surprised, I feel like it's darker then the songs you usually love. But I'm glad you listened to it. My promotion worked!

Who Said was written by Matthew Gerrard, Robbie Nevil and Jay Landers and produced by Gerrard for the debut season of Hannah Montana and its soundtrack. Their names have popped up here before (except Jay I think) and they will pop up here again (except Jay I think dddd). A primarily pop-rock song with a tiny bit of country influence, the song is low-key a feminist anthem, with Miley singing she can be anything she wants, and so can any other girl out there, including Superman, President, 10-feet-tall, worldwide, cool as ice, soft and sweet, louder than a radio, etc. I just...how can you not jam to this? It makes me wanna rock out every single time I hear it. Seriously, I never get sick of it. And I'm a total sucker for songs with lyrics like this - fuck yeah we can be anything we want! It's always been one of my favorites, even when I was a kid, and I've always considered it a Hannah classic. I was so disappointed when she didn't perform it on The Best Of Both Worlds Tour, as I feel like it would've gone AWF. (It could've been there over Pumpin' Up The Party...just sayin'.) And can we talk about Miley's vocal skills? She's 14, but manages to perfectly convey the message here. She sounds sure of herself and the lyrics she's singing, and makes you believe that she can be all these things too. She goes from soft and sweet to louder then anything in the span of a couple seconds. Just...she's wonderful. If anything else, her voice will always save a song for me, especially in her adult years. But I'm getting ahead of myself. The middle-8 is a rush and so much fun, and I love yelling "I-magin-aaaaateeeeee!" right with her, then going into the "Who said who said I can't be worldwide" like a fucking boss. Y'all fucking suck for letting this bomb out before top 40. Seriously. It's first apparence in the show is in the episode "Good Golly, Miss Dolly" which is the first episode that Dolly Parton guest stars as Aunt Dolly.
In it, Miley is daydreaming about Jake (his first apparence was two episodes before this, in "New Kid In School") but insist she's moved on and isn't crushing on him to Lilly, Oliver and Jake himself. After the theme song, it cuts to Miley (as Hannah) recording If We Were A Movie in a booth, but monotone and bored, then claiming she just can't sing it anymore, and wanting to sing about happy, independent girl whales, as they're more important then boys dddd. After Miley leaves the booth, Robby says someone's there to see her, and Miley says she doesn't wanna see anyone. Dolly then makes an entrance, saying she'll just hop on a plane back to Nashville. She tries to get Milet to spill about who the boy is, but Miley denies there being one. When Miley is later playing the song on guitar on her porch more passionately, Dolly comes out and says she can't wait to hear it when there really is a boy. Miley admits that Jake exists, and Dolly gets excited cause she knows who he is due to his show, Zombie High. They continue to talk, and Miley says she can;t tell Jake how she feels,, because he told her he likes her because she's the only girl who's not falling all over him. Dolly tells her she should tell Jake, and Miley "agrees" saying she should go up to him and say she's through pretending and the truth is she's totally in love with him, which gets filmed on Dolly's camera. Dolly's phone starts ringing so she gets up to talk to her husband (the caller) and Lilly and Oliver show up, cause Oliver needs a goodbye message from Miley for the retiring principal. After Miley says bye to the camera, Oliver puts it down to get food (mood to be honest) and soon leaves cause his mom was waiting for him. He picks up a camera, and after he's gone, Lilly picks up the other one, saying she thought Oliver took his. Miley explains that it's Dolly's, and Lilly says it looks a lot like Oliver's, but when she checks it for Dolly's rhinestone D. After realizing that Oliver took Dolly's - which has the "Jake I'm in love with you" video from Miley - Lilly and Miley quickly leave to get to Oliver and switch cameras. After they get to him and switch back, Miley checks for the tape, but Oliver already gave it to the editor, who ends up being Jake. Miley goes to get her tape back, but when Amber and Ashley ask for theirs, he tells them that he isn't returning any cause it would be unfair to others. Miley then tells him that she knows another guy named Jake Ryan, so if he hears her talking about Jake Ryan, she's not talking about him. She then tells Oliver he's dead to her. It cuts to Miley and Lilly in the Hannah closet, talking about how much it's gonna suck when Jake sees the tape, and Dolly comes in to tell them that she's gonna help get the tape back (and has some cool, black spy-like outfits for them to sneak in). Through some shenanigans, and with Dolly disguised as a janitor, they get the tape back and everything's okay. The next day though, Miley's upset because she's back to square one with Jake, then decides to tell him the truth. Before she cn though, Jake's new girlfriend shows up and Miley says something unimportant instead. It cuts to Miley at her hoes, doing that flower petal thing (only with it being variations of "He loves me not" for every one) and Robby and Dolly come in to cheer up, and use this song to remind her that she shouldn't give up on Jake so easily.
It's a fun little episode in the Jake Saga, and introduces Dolly's enhanced version of herself for her character so it wins some points. When it comes to critics, most reviews passed it by, with just EW quoting the song to open their very short paragraph about it. So I guess it's up to you guys.
Thankully, quite a bit was said. @iheartpoptarts (5) brought up an interesting question: I forgot how much country there is on some of these songs. (Was that always planned for Hannah Montana or did they decide that after they got Billy Ray Cyrus + daughter on board? I've always wondered.) I tried to find an answer and couldn't. What I do know is this: JoJo was originally offerred the role (she turned it down), and I couldn't see her singing country music, and Miley was cast in it before Billy was, so it might have been an idea to incorporate it when they got Miley, that was further pushed once Billy was added. Also apparently, Taylor Momsen, lead singer of The Pretty Reckless was also considered for the role. The more you know. Anyway, moving on. A couple of you brought up a certain other singer with a simiarly titled song. @DJHazey (3) wants payback: Everyone always hated on Selena's "Who Says" while I stanned, so revenge time because this is a disaster in comparison. *Rolls eyes* And @phily693 (10) gets the title wrong: A 10 for that bridge/chorus alone. Selena’s Who Said found shaking. *Sigh*. Why can't y'all just love both like me? Classics, the two of them. @M24's (7.75) past might have informed his score: I probably love it more than I should due to nostalgia. I mean, it's good but probably not as much as the rest of the bops in Hannah's discography. The lyrics are kind of basic. I know this can be a thing that happens, but I know, for sure, that if I had never heard this song before the rate, it'd be a 10 for me still. It's just that great in my opinion. @savilizabeths (7.5) had a weird brain as kid (and still does ddd): Everyone seems to love this one a bit more than I do. It’s yet another classic though. I honestly can’t explain why this isn’t my favourite but obviously I still have a great time listening. ALSO why the fuck do I hear “I can’t be tippytoed” instead of ten feet tall? What was my childhood brain even hearing? It legit took me until I was in my twenties to figure out the real line. I don't even know how you heard that. Finally, @pop3blow2 (9) just speaks the truth: Just some pure pop joy. Exactly.
