If you're UK, @Mr.Arroz's suggestion of the Audio-Technica AT-LP60 http://www.audio-technica.com/cms/turntables/9a7f42b88ee1e14b/ is one of your three joint-best choices. That said, that particular model has been discontinued, but is still widely available via third party retailers. It's been replaced by the same turntable with a USB connection.
Another one is the Pro-Ject Debut Carbon http://www.project-audio.com/main.php?prod=debutcarbondc&cat=turntables&lang=en - This is the turntable I have. It's probably the best one of the three, but also the most expensive. Worth pushing the boat out.
The third joint-best choice is the also previously mentioned Rega RP1 http://www.rega.co.uk/rp1.html

Do you have any speaker recommendations? (That are also somewhat affordable)
Speaker recommendations are going to strongly depend on how you listen to your music. The AT-LP60, RP1, and Debut Carbon all will require a phono box to amplify the turntable sound output, which you'd then hook up to external speakers. If you have a USB turntable you can plug it straight into your PC and use your computer speakers.
If you want some 'oomph' then the best (bang vs buck vs level of involvement) you can go for is a 2.1 sound system, two speakers and a sub-woofer for bass. If you want convenience and (semi-)portability, then a soundbar with wifi/bluetooth connectability is your best most versatile choice.

If you are after Soundbars, there's:
- Audioengine A2+
- Harman/Kardon SoundStick IIIs (this comes in original, bluetooth and new model variants) < I have these speakers, they are excellent
- Klipsch ProMedia 2.1

- LG SH7B
- Evolve Audio SB-2501
- Philips HTL5140
- Q Acoustics Media 4 if you're prepared to pay a bit extra for a truly excellent soundbar for the price
